ATARI 2600 Modules on any VIC-20?

Hello to you,
I read in an old Computer Magazine an article about a cartridges for the VIC-20, where when insert, you can use all Modules for
the ARATI 2600. These small article stands on page 18.

Is that possible, that anyone can explain me this ? Because normally it can't work, because of the memory and the other stuff.
Or has anyone this cartridges for the VIC-20 ?
