*New* Vic20/DOS Emu worth it?

Is it worth the effort to create a new DOS-based Vic20 emulator if I include the following features:
* 1541 drive support
* OS tweaks (i.e. change screen colors, key repeats, start-up screen)
* program-specific settings
* quick floats-processing
If it is, I'm looking for information needed to emulate the Vic20's ICs.
