D64, being both usable on real hardware like sd2iec devices, on the emulators, or to create a real disk. One prg is often not enough for multi part games, so a d64 with e.g intro, title screen, instructions, and the game file(s) is the best format for a 2015 VIC product :) .

If it's a single file, then .prg for sure!

If it's dependent on other files, then maybe .d64.
PRG Starter - a VICE helper / Vic Software (Boray Gammon, SD2IEC music player, Vic Disk Menu, Tribbles, Mega Omega, How Many 8K etc.)
