a text viewer on VIC ?

Hi,
Does a text viewer exist on the VIC ?
I'm actually coding a windows tool to automatically generate all the LOADER files of a SD card to use with the FE3.
If I encounter a .TXT file, I would want to generate a VIC executable to read this TXT file. like a kind of "plugin viewer".
