Composite video works while TV modulator doesn't work

Another VIC I have has character display problems. Smeared display and random lines dancing around the screen. Plugging into composite video works perfectly.

Obviously the same parts of the VIC are not used to display the screen contents. Any idea what the differences are?

Wouldn't it make more sense to be the modulator?
We miss Miki.

One thing that comes to mind is that older cable signals were 75ohm and modern RF on TV's use 300ohms.

I'd stick with the composite, anyway... cleaner signal and clearer picture/sound than RF.
