I noticed that unfortunately many of the files in the Releases threads are missing. Is it not possible to host them as attachments on the forum to prevent this in the future? Or is it just the poster's preference?

Binary attachments have been introduced for forum posts only roughly 3 years ago. Before that, forum members needed to host the files on their own webspace anyhow.

They (me included) might probably prefer to keep it that way, because it allows to update a file without the necessity to update all possible links to that file in posts strewn across the forum (normally there are at least two: one in the OP of the release in the Games or Programming section, the other in a post of the current "Software Releases" thread).

But this is a living forum here: in case something is missing or a link is broken, just ask. You stand a good chance that either the original author will respond, or someone else still has a mirror copy or knows where to find it.
