So what do you think, did they licence the name brand or is this a knock off? I'm thinking licenced since it's on Amazon like this.

That's actually ancient (about four years old) and no longer manufactured.
It was by the Company that bought the Commodore trademark off Tulip and had something to do with the C64DTV. I think these cheap re-labelled Chinese products were revenue generating ventures that were used to fund the development of the Gravel multimedia products.
They also made an ePET device (MP3 player also?).
The company went bust in April of this year, although Commodore Gaming (a separate company that licensed the trademarks) still exists.

Actually I think the eVic and mPET (?) players were conceived by Tulip themselves, then transferred with the brand name and rest of stock to Yeahronimo. But yes, cheap OEM stuff it surely is.
Even more ironically, a typical MP3 player neither has much of a video chip or is programmed to do a lot of electronic transactions.
