Help needed for a chip lacking some pins

So I'm working on something here which I'm not sure was ever going to come to fruition, but in the course of trying to remove a chip from a socket some of the pins have snapped off. I can blame my father there for a little exuberance in trying to clean out all the hardened crap around the socket and chip I was trying to excavate.

Thankfully all the pin parts to detach are the tapered little stubs that fit into the socket; none of the actual pins have come out of the chip itself. So what is my best course of action? Can I manufacture some donor stubs to solder onto the pin stubs so I can put the chip into a reader? Maybe a picture would best explain it if people want one.

I'm not against shipping the chip to someone to try and rescue. I was trying to rescue the chip because I couldn't get it to boot. It may actually be dead. Or it might have been the circuit board. I have no idea, hence I wanted to put the chip in a reader to see if I could dump it.

I usually cut a pin off another chip that I have a bunch of (like a 74ls04) an then solder this pin to the little bit that is left on the chip that I'm trying to save.

It's ugly, but it generally works fine.

Cheers... I still need to clean the chip up a fair bit before even considering this (you wouldn't believe the hardened crap injected into the casing around the circuit board and chip!) and smooth down the sides. See how it goes. If anyone IS interested in taking this on, then let me know and I may send it out. You might get a surprise in finding out what it is

What kind of chip is it?

ROM / Eprom / etc?

There's a sticker on the top so I can't say for sure if it is a masked ROM or an EPROM. It's a standard 24 pin job chip as far as I can tell.
