Dose anyone know what a BUTI IS USE FOR

I got the following from e-bay ad:
This is a very rare program for the Commodore VIC-20 vintage computer system. Includes box, instructions and working program cartridge. This is a BASIC Utility ROM.
BUTI is a BASIC programmer's utility package. Written in machine language and stored on ROM, it adds seventeen new, useful instructions in the BASIC language in your VIC computer. BUTI provides you increased control of programs and variables, and eases programming through its BASIC error-catching and powerful editing features. Also, with one instruction and when sufficient memory expansion is present, it formats the VIC to imitate the 8K, 3K or minimum memory configurations.
