Welcome to Denial. There could be several things that mean you're not seeing a picture. Can you give us some information to help track it down?
Is the VIC known to be working, or is it "untested"?
Does the LED come on when you switch it on?
How are you connecting it to the TV? Using the modulator (box with a DIN plug then lead to an aerial socket) or a composite cable?
Do you get any image at all? Does it change at all when you turn the VIC on?

Do you have an RF-Modulator? It should look something like this:
The one end plugs into your VIC, the other end plugs in to the back of your TV ANTENNA port...you may need to find a COAX cable to plug it in. On the RF box, pick channel 3 or 4, then tune your TV to Antenna, channel 3 or 4.
