Ah, I see..
Unfortunately, as @tokra mentions, their are potential copyright implications with a commercial release, so I'm going to steer clear. [I know this has happened on the Coleceovision, Intellivision and Atari 2600 scene, but I'm not sure how they get away with it.]
On the other hand, if another forum member decided to release PDF artwork for the cassette inlay and label however, that would be out of my control.
A a single .prg file, the game can easily be written to tape.

For Boulder Dash on the Atari 2600 they asked the owner of the rights
to release 100 copies for the Atari and they allowed them to do so. Though,
they cannot produce additional cartridges.
As far as I know for Lady Bug (Atari) they just did not care.
For other titles like "Copter Command" (Intellivision) they choosed a different
game title (though, the gameplay and the cover of the box is much like "Chopper Command").
Since Popeye is a toon character it might be more critical to get the rights.

Yeah, King Features are still around today for starters.
Oh, and it was 250 copies of 2600 Boulder Dash btw. And it wouldn't have been sold without First Star giving approval, as they also had a cut of the profits.

Oh, I did not know it was 250 copies of Boulder Dash. Unfortunately I do not own one of them...

Thanks for the heads-up. I thought they had dropped that as I expected to see it in the same issue as the game review.
