I need a VIC-20 flash cartridge for FujiNet application development that can easily accomodate a cartridge image that spans at least the $A0, $40 and $60 memory blocks. What can I use?

You'd be able to use a Final Expansion 3 for this, but I'm not aware of anyone making these are the moment.

Even though quite some games and utilities were released in cartridge form, that is by no means the dominant distribution form for VIC-20 software nowaways. FE3 and Ultimem might fit your bill, but generally this would tie your software to specific hardware, where any of the existing RAM expansions would also do the job.
