Found a game called Startbase (C) 1984 by Gnomix on Gamebase20 v3, I don't know if it's a clone.

I've also found an auction on ebay of the specific game you are searching.

I don't know if Mayhem has it in its collections.

Yes anyway even if it is not cheap, if you really wish, you may buy it on ebay and dump it for the community like I've done some time ago with the cartridge of K-Star Patrol.

I wish I`ve only got an emulator for the VIC20
