Re-visited the game using the latest mame64, which BTW has a vastly improved UI that actually works well for modifying VIC machine settings, loading files, attaching carts, etc. Anyway I found a worthy bug... with no extra bases remaining, launch a missile to destroy the mother ship while the invaders land. The cycle ends with 255 bases, nice!

Now if only I had the time & patience to see what happens when the score wraps beyond 9990. :P
