PRG Starter - a VICE helper / Vic Software (Boray Gammon, SD2IEC music player, Vic Disk Menu, Tribbles, Mega Omega, How Many 8K etc.)
I now made it work for NTSC as well. But I have only tested the NTSC mode on VICE. Anyone (preferably someone with a tuned guitar ) are welcome to try it on a real NTSC Vic! It's actually more accurate on NTSC as well...

If an upright bass is tuned as a bass guitar, then you should be able to use keys 1-4 and just think one octave lower. But I don't know if that's the case. A violin is tuned completely different...
