Makes you wonder where the voltage drops that much.

Have you measured the on/off button, maybe it's oxidized.

Why not just use a pc power supply? It provides both 12v and 5v. Could be used for internal mod or as a plugin mod.

If that 9V transformer is 30W then something in the VIC is drawing way too much power bringing the DC rail down or a power switch issue as suggested above. Is anything getting hot?
