BASIC for the VIC on cassette?

Hi,

I was looking at the Japanese Brochure for the VIC-20 and noticed that there is a cassette product shown there called:

VIC-1000: BASIC FOR THE VIC

That seems strange, as BASIC was included on ROM. But perhaps with the Japanese VIC the katana (sp?) characters took the space on ROM BASIC usually took, necessitating the sale of BASIC on cassette? Or may this is merely an instructional tape?

The C64wiki claims that Vic-1801 it is one of a few BASIC extensions for the Vic-20.
