You wonder what it does and how it works? I think it has eight banks of 8K each (equals 64K), and then you can bank switch (map) regions of 8 or 16K into memory, either by manual or by software. Maybe it can switch larger amounts of memory and/or determine which address block to map into (BLK1/2/3/5), but it is hard to say.

Got such a memory expander myself recently, and still puzzled about the dip-switches. I found a picture here (last picture):

I bought one of these 64k Memory Maker Packs for the VIC-20 I recently acquired. I have no idea how I can get the full 64k out of it. This far I could get:
6.655 bytes free
11.775 bytes free
19.967 bytes free
28.159 bytes free
Probably one or more memory chips are not working.
There's almost nothing to find on the internet about this little box.

BASIC requires a contiguous RAM range, big RAM expansions combine the internal memory from 4608 to 8191 with additional RAM at 8192 to 32767 (the so-called BLK1 .. BLK3), which gives you the maximum amount of 28159 bytes free for BASIC (this is off by 1 byte which is required by the interpreter to be 0).
Additionally, a RAM expansion can map in memory in the range 40960 to 49151, 'BLK5'. As this range is not contiguous with the internal RAM + BLK1..3, these two ranges cannot be used together for BASIC. But you can check its presense by poking different values in one address of the range, and getting the value back. BLK5 can be used for programs in machine language and softloading cartridge images.
Your extender might provide for a banking solution, i.e. mapping different parts of its RAM into a certain address range of the VIC-20. That would finally make all 64K of your cart available. But this is not supported by BASIC, you'd have to access this from machine language.

Most probably your box is in perfect working order. Still one could ask what might be the use of sticking more than 32K (BLK1..3 + BLK5) + 3K (filling the gap between 1024 and 4095) into a RAM extender?Probably one or more memory chips are not working.

The expander says on the box it also has got 2k of ROM. Could that be the banking solution you mention?
I wonder if someone has got a manual for this cartridge.
