A less messy way would be simply to bend out pins 18 and 21 slowly towards a more horizontal angle, enough to clear the socket when inserted, then
put some wires into pins 18 and 21 of the socket and solder to pins 21 and 18 of the eprom. The rest of the pins can go in as normal.

Looks like You have wired it up properly, all pins go to the exact same position except 18 and 21 which are crossed over. Any chance of a photo of Your adaptor? It's interesting that the character Rom is the same chip, 2332, as is used in the c64, except there the PLA is responsible for chip selecti...

If You look at some of the other schematics there You will see 1.2mh and 1.5mh, or in other words 1200 and 1500uh (Henry's). You are correct, but that is AFTER more than 3.15 Amps has been pulled through the fuse. If You are lucky only the rectifier and/or regulator will be shorted. It's well worth taking a look though. Time to get out the soldering Iron, Multimeter, Vic-20 schematic, and get testing. A 4A fuse would suffice for testing purposes only, get a proper 3.15A part if You get it up and running. I'd first try reseating the VIC chip, next replace the electrolytic capacitor which is c16 in older Vic's and c11 on the newer boards. It's a 1uf 16v part.
