Try setting the boot delay for uIEC to become ready after reset.
1541/1571 drives require very little wait time for autoboot.
I have found that 1581 also requires delay to be set for autoboot.

Yes, you should be able to update by desolder old roms and soldering new ones in place.

It should be easy to open it with a thin blade (or something similar), forcing a bit on all four sides. Don't do the above, unless you wish to damage the case. There is a 1uf capacitor associated with 555 timer IC (which controls reset timing) within your Vic-20.
This electrolytic capacitor is likely dried out & outside of tolerance.
Replacing it should clear the problem.
