Historically the RAM expansion was provided as 3k in lower part of BLK0 "OR" in BLK1(+BLK2)(+BLK3) because they was intended for expanding the BASIC usable RAM (using only 1 cart with poor RAM...). In the modern era RAM chips are larger in size so it can be easy to use a lot of expanded RA...

Making a game cartridge from a game created for an expanded VIC20 is a desire that can be easily realized also with the jollycart, the goal become great because into jollycart there is the ram expansion (+24k) too: no multi slot adapter or internal modify are required http://sleepingelephant.com/ipw...

I'm going a bit offtopic now, but I'd say FileBrowser automatically changes the memory configuration, depending upon the file's load address. It does this with Tetris for sure. Probably yes, but JOLLY CARTRIDGE cannot force you to use a specific SW, but you can choose the configuration that's right...
