This is correct for sure as I plugged it into my PAL Vic20 yesterday to test and the graphics went garbage after 5 seconds or so.

I actually have two PCs connected to the same flat screen monitor; the main one via digital output I'm typing on the moment. The other is a 486 I use for all my transfers. So all I have to do is turn it on and then press a button on the monitor to change the input

Well you've shown me there's another Handic C64 cart I didn't know about (Jupiter Lander) so I can add that to my list (if you decide to sell it, let me know!), plus I can start tracking the existence of some other Handic Vic20 carts too.
