May I ask what you exactly mean?
You have to provide the ROM for various machines. You can even provide your own ROMs and VICE will use them. So if you use a program that relies on these ROMs, the answer is yes.

Yesterday I succeeded in letting my harddisk equiped 1541-II think that it is dealing with a 16 MB floppy: 65022 blocks free :) Next two steps: - adding partitions.
